  Determines whether an integral is a bitwise less than another.

  :param I:
    Shall be of ``INTEGER`` type.

  :param J:
    Shall be of ``INTEGER`` type, and of the same kind
    as :samp:`{I}`.

    The return value is of type ``LOGICAL`` and of the default kind.
