EXPONENT --- Exponent function

  ``EXPONENT(X)`` returns the value of the exponent part of :samp:`{X}`. If :samp:`{X}`
  is zero the value returned is zero. 

  :param X:
    The type shall be ``REAL``.

  :return:
    The return value is of type default ``INTEGER``.
