  ``PRECISION(X)`` returns the decimal precision in the model of the
  type of ``X``.

  :param X:
    Shall be of type ``REAL`` or ``COMPLEX``. It may
    be scalar or valued.

  :return:
    The return value is of type ``INTEGER`` and of the default integer
    kind.
