  ``RANGE(X)`` returns the decimal exponent range in the model of the
  type of ``X``.

  :param X:
    Shall be of type ``INTEGER``, ``REAL``
    or ``COMPLEX``.

  :return:
    The return value is of type ``INTEGER`` and of the default integer
    kind.
